Which movie villains have the dumbest evil plans?

As we approach the new Jurassic World, was thinking about the villain in the last one. Why would Vincent D'Onofrio's character think that giant unpredictable lizards were better vehicles for fighting a war than robots or trained humans? Especially since the dinos demonstrate their unreliability numerous times right in front of his face.
