If defibrillators have a very specific purpose, why do most buildings have one?

I read it on reddit that defibrilators are NOT used to restart a heart, but to normalize the person's heartbeat. If that's the case why can I find one in many buildings around the city? If paramedics are coming, they're going to have one anyway. via /r/askscience https://ift.tt/2xVkvWw
